A highly decorated law enforcement veteran with 40 years of public service, Chief Banks began his career in 1966 with the Los Angeles Police Department upon his discharge from the United States Air Force. He rose through the ranks assuming increasing levels of responsibility until his appointment to Assistant Chief and Chief of Staff to the Chief of Police in 1992. He retired in 1998 and was appointed Chief of Police of the Inglewood Police Department, where he remained until his retirement from that agency in 2006.
During his career, Chief Banks often focused on mental health issues as he witnessed first-hand the plight of the homeless mentally ill who were arrested, detained and returned to the street without any resolution of their plight. In retirement, Chief Banks remains active in local, county and state organizations, including the Inglewood Rotary Club and the Pacific Clinics’ Board of Directors, where he formerly served as Board Chair.
